Wet exhausts manifold and turbo ? Help!!!!!

When i bought my car the same day it got so hot it blew the head gasket. But aditional to that i took a look at the turbo and manifold and it was wet and it look from the inside. Today i finished installing the head and put everything back and looks like the turbo is wet again. Just wondering if anybody has had this problem before. I think it might be a shot turbo but can it be something else?
 
Wet as in what? Whats on it? Is it oil? Coolant? Water? Orange juice? Beer?

What is the substance on your turbo? Does it create a lot of smoke or have a burning smell when the car is running?
