weird starting when cold

I've got a 92 tsi that has a strange cold start problem. when i go to start it the car cranks and won't start. the second time i go to start it it'll fire right up no problem. the car has never failed to start the second time. it seems only to happen when the car is cold also. if it has been turned off for less then two hours it'll fire right up. i've tried letting the car sit with the key on for a few seconds so the fuel pump will run before starting it thinking it may be losing fuel pressure somewhere but that does'nt help. the fuel system is mostly stock except for a 3000gt vr4 pump and a rewire(the car had the problem before the rewire). it's also has a 2g maf and a s-afcII, no trouble codes on the data logger and all my fuel trims are good. this problem never has stranded me anywhere it's just annoying. thought i could run it past you guys and see what you thought, thanks for your time
 
Possibly something with the FPR? I read something recently about someone having a similar problem, and it was the FPR. I'll see if I can find the thread.
