weird idle surge help

Okay so as I posted before, I recently bought a 95 eclipse GS with a turbo conversion done. After fixing a few boost links it's time I look into why my car surges. When I turn my high beams on it'll idle down to 400-500rpms then right back to around 950, it'll keep doing that as long as I keep flipping the high beams on ( it's only high beam that makes it surge). I took a test light and hooked it on the negative battery cable and then put the light on the post, with the key out and everything closed (doors, ect) the light will stay on but dime then get bright again. While I kept the light on the post, I took all my fuses under the hood out one by one, still looks like a short somewhere. Anyone have an idea what could be shorting it out? Also I think my ignition is going bad, I turned the car off and pulled the key out, it kept running for a good 2-2.5 seconds. Anyway that could be causing it to surge? I'm pretty new to the DSMs so I'm not sure where else to look than here. Thanks for any input.
 
So you hooked the light up to the battery terminals with the car off and no key in the ignition and it still pulsated?
 
Check your battery voltage and then the output voltage of your alternator.

i would definitly do that ^^^. if you only hooked the test light up to your battery, then it has to be the battery throwing out weird voltage. If you find out it IS your battery, you can try to charge the batter, or just replace it. hopefully charging it helps as its the cheaper of the two haha.
 
If you want to narrow it down to just your battery disconnect the terminals from the battery posts and then check the voltage from the battery.

I forgot to add that the battery on the car was just bought when the car was. That doesn't mean there couldn't be a fault on the battery but I doubt it because it would surge with the older battery. When I bought the car the guy said it would need a charge because it was about bad, so I'm assuming there was some kind of short draining it too?

An update on what I found out. When the car is running and I turn on my hazard lights, the car surges the whole time until I turn them off. So I hooked the test light on the battery again, unplugged the relay, and it still pules. Wiring all screwed up somewhere or could my relays be bad?
