Weird boost creep problem!!!

Hey guys... Ok so im creeping all the way to 20psi at around 5000 rpm, really anoying cause my car stumbles bad at this point... Im not running any boost controller!! Just a straight line from the j-pipe to the wastegate... I tested my wastegate and it opens and closes fine... I ported the flapper to open at a 90 degree angle.... I opened up the wastegate hole and i even have a nice tubular 02 housing.... Wtf??? Seriously.

One thing ive noticed tho is when i put about 20 psi or more in the wastegate actuator with an air compressor, it dosent open up the flapper all the way?? But the actuator is as far out as it can.... I even tried a spare actuator and same thing... They both cant open up the wastegate to a nice 90 degree angle... What now???? Its like the arm of the stock actuators arent ment to open up the flapper all that much.
 
Have you ported the turbine housing? I'm assuming your tubular O2 is recirculated, but you might have to go to a dump.

Here's how to port it properly.

I had real bad creep on my 14b, ported the crap out of the housing and the creep didn't go away; threw on a O2 dump and bam, no creep.
 
I ported the crap out of it properly yes, opened up the wastegate hole at the max.... My 02 is recirculated yes, but its a nice pice from megan racing. I have 2.5 " ss exhaust with no cat.... Should i try and put on a cat??
