Is it ok if the wastegate vents to atmosphere?

I personally would like to have more details of your set up!
but the answer to the question is yes but unless you want soot all over your engine bay or even worse catching somthing on fire i would suggest a down tube that directs the exhaust out!

Yes it is, a lot of people end up going that route when they upgrade 02 sensor housings or when they buy a new wastegate. But as stated above, a pipe to move the venting to at least down under the car is in order.
