This spring i'm thinking of upgrading my turbo to a big EVO 16G with O2 housing dumping into the atmosphere. Would I have to get an external wastegate? If so, what sort of setup would I be looking at?

EVOIII 16G is internally gate stock, so you won't have to get external wastegate, unless you prefer it that way or run into boost creep problems.
 
The answer depends greatly on why you're asking. If it's the dump sound is what you're after, no you don't need an external wastegate. If it's boost creep you're worrying about, porting of the turbine and O2 housing will do the job if it's done right, no I'm not talking about a vendor port job. External on O2 or O2 dump are pointless if you ask me because the same proper port job of the turbine housing that I mentioned above is still required which makes both O2 dump and external on O2 unneccesary, FP setups being the exception due to the custom FP turbine housing.
 
Properlly porting the turbo like Bruce has stated, along w/ the 34mm flapper mod on the Evo 16G should rid you off most boost creep. The 02 dump is a matter of opinion. I am still young, and prefer to hear the dumping sound, although some may not. There is no more performance gains to had by having the WG dump, thus leading back to being a matter of opinion. So its up to you. Either way porting and proper flapper size are the eisiest, most cost effective way of ridding creep on the Evo 16G.
 
All I really wanted is that crazy sound of my car dumping and the boost creep.

So when purchasing that turbo I have to get a 2G install kit, and a ported O2 housing w/ a dump pipe along with a modified 34mm flapper? Is that all I need or am I missing something?
 
A carbide burr and an electric die grinder for porting your turbine housing, o2 dump and 34mm flapper alone will most likely not cure your boost creep without porting.
