Very bad liter tick or....

Ported and polished the head about 10k ago and just broke in the new shortblock. After taking a trip of 155miles, I noticed a loud tapping noise that sounds like it's comming from right next to the cam gears. My car doesn't seem to be running right either. Lower idle at times and a little doggy at lower rpm's (starting off and pulling hills). After about 3500 rpm it seems to pull fine. I'm just too scared to run it higher then 3k. I use 5w 30 oil and I just replaces it 200 miles ago. I tried stp oil treatment to thicken up the oil to stop the tick, but it didn't do anything. Any ideas? Please help.
