Verify this CAS is bad (no spark)

Working on a 97 tsi. The previous owner installed a COP setup. I went over his wiring and everything looks good. I got around to trying to start the car, and it seems that there is only spark on 2 and 3 (I felt the coils, 1 and 4 were cold, 2 and 3 were warm).

Mpi and starter relays both click when the key is turned (car DOES crank), CEL comes on and goes off after 7 seconds, and I also jumped the fuel pump to verify its working. So I probed the CAS wiring and the red wire is reading battery voltage (12v), the middle wire is reading 5.01v, and the black wire is reading 0 (which I assume is ground).

I remember when I had a black top on another car, if you spin it, you could hear the injectors etc firing, so I took the CAS out and spun it with it plugged in, and nothing. Sounds like the CAS is fried, right?

Are there any other resistance tests or anything I can do to the CAS itself while its out the car to verify its bad?

I thought this too, so I had checked the board and everything looked ok. Is there wire/pin in particular I should check?
 
Tested the cas following the procedure at

And found that while cranking, the CAS was at 3.9v, that link states the max should be ~3v. I also disconnected the COP system and connected the oem coil pack, had wires running off of the pack with a plug in it (did cyl 1 and 2) and had no spark at all. Also tested the mpi and fp relays again. Only the fp relay is turning on when I try to start the car, and from what I read, the MPI relay will only activate when it gets a signal from the CAS, so would I be right to diagnose this as a bad CAS?
 
After getting a new cas and installing it, I rechecked over everything the previous owner did. Turns out he had the cps plugged into like the ac compressor harness (or one of the other triangle plugs down there)... got it to crank and start, idles horrible but that will be fixed soon!
