Vacuum/boost leak test same?

I would assume they would be the same but can you do the boost leak test to find vac leaks as well in the system? Trying to help a friend that is now getting 5psi less on boost than he did and car idles at 9inhg instead of 16-17 like it used to. It also does a weird pulsing in decel at around 1500 rpm... It cycles fuel up and down a few times like its trying to catch itself but only at that rpm.. idles fine at 900 less the 9inhg
 
If you have a boost leak, you'll 99% also have a vacuum leak at that same spot. So I'd say the answer is yes.
 
looks like a boost leak testing saturday coming up.. I have a tester made(bike pump unfortunately). Might as well do mine again too.

those symptoms sound like a vac leak to me.. do you agree?

I like the hairspray idea! As already stated, the vacuum will leak at the same spot as boost. Think of it as air escaping. Whether that is positively or negatively charged air, it is still air that will escape.

well lets hope its an easy fix.. I dont see shaft seals causing it to be that bad but who knows
