Unable to fill rear washer fluid reservoir.

I must be missing something here. It's maybe only 1/4 full. I try and fill it up, but it only takes enough fluid to go down into the first bend of the hose (barely nothing). The hard clear plastic hose portion is visibly full of air. Squeezing the flexible hose all the way down by the reservoir makes the fluid move that's sitting all the way at the top of the filler neck. Apparently I have a blocked air bleed hose somewhre, but I don't see anything on this thing that resembles an air bleed...

What am I missing here?

At the very top of the reservoir, there should be a black nipple with a hose on it. I believe that's the air bleed hose. It's been a while since my reservoir has been in the car.

what happens when you try to fill it? Does it "percolate" like bubble up? how about if you try to fill it very slow?

No bubbles when trying to fill it. It acts like I'm trying to overfill it. In the 15 minutes I was out there, the level (in the filler) didn't drop at all. Quite surprising, I expected it to at least trickle down. The good thing is that there's no interior in the car behind the front seats, so can at least see everything.
