I searched on this topic and there a bunch of threads but i've gone over most things described and yet I still cant find the root of the problem. This is what happens: As the turbo spools (set at 12psi) the turbo will whine.
Heres what i have already checked..
-Absolutely no leaks after doing multiple Boost Leak Tests
-Not even a mm of shaft play. Turbine Shaft is still firmly seated
-No blue smoke aka no blown shaft seal
-Turbine spins smoothly and the fins do not hit the housing walls

The 14b doesnt make any odd noises at idle (except a rattle coming from belt area). I'm not sure where the problem could lie or what is causing the problem. Who knows maybe its not the turbo but the noise only occurs as the turbo is spooling up so i'm assuming it is.

And yes, the car sounds like it has a supercharger now :) LOL

Thanks for the help guys

Every time I've had a whine from the turbo it's been a leak at a coupler making a high pitched squeel. Sometimes you'll have to go really high with a boost leak tester to get it to make that noise.

Or

I've had it whine when it was cold and that was from excessive shaft play with the fins touching the compressor housing.

Since you've checked all of these. I would recheck them at a higher pressure and try to tighten all of your clamps.

If there gatorback or old belts you will hear a whine. I had old gaterbacks on the car, it sounded like it had a supercharger on it when I would get on it.

yea mine sounds like that too in like first gear when im not in boost. it sounds very similar to a turbo whine but im sure its just the belts or i have a boost leak too

alright so I did another boost leak test today at a higher psi and here's three leaks that I found.
1) throttle body gaskets
2) throttle mechanism itself, where the cable meets the throttle plate
3)bov

I think the bov is the one causing the problems, heres what happens. I charge the piping to 15psi and the compressed air will leak out of the hose leaving the bov vent. Is this normal? Or is the diaphram inside bad? I'm going to see if i can use a buddy's bov and see if the problem persists.

are you using a 1g or 2g bov? 2g's are known not to hold poop. 1g's are better but still leak a little. This would be even more noticable if you're venting.

edit: o ok i see you're using a turbo xs (like) bov. the piston inside may have started to leak on you. I don't know if you have an adjustment screw on it but try tightening it up a little. If that doesn't work you may need to get a new bov.

My car is doing the same thing right now. I will be changing the compressor wheel tonight. I am tired of my car sounding like it's supercharged.
