Turbo seal leaking oil?

I've recently installed a completely rebuilt longblock in my 98 GSX. I've found that there appears to be oil sitting on top of the #2 cylinder (counting from the timing belt) and that the spark plug is wet. The other plugs are fairly white, probably from running leaner due to the unburnt fuel picked up from the O2 sensor. The intake valve stem seal for that cylinder is present. I've talked to the rebuilder and taken it to a shop but nobody is sure what the problem is. The rebuilder says that cylinder is the prominant one to pull in turbo oil, not sure how the turbo oil could make it's way to just mostly that cylinder or where the oil could come from at all. The motor runs and boost just fine. I did a compression check and it was 165 across all and then the guy at the shop found the #2 to be 120. I plan on rechecking ASAP. Boost leak test passed too. Any ideas?
 
120 is below service limit. Run a leakdown test and it will help pin point whether its your rings of valve seals. It's not the turbo. Regardless of what he says.
 
I doubted that it was the turbo also. I know for sure that is not the turbo now because there isn't a drop of oil in the intercooler pipes. Redid a compression check and they are all around 175. The guy I bought from finally admits that sometimes valve guides or stems crack when they're put in. Assuming no simple problem is found I'm going to take the head off and send it back to get reworked. Also wondering is there another seal at the bottom of the valve guide or do the guides run without oil?
