turbo question need some quick help *pic*

so
I have my eagle talons exhaust apart crack in the manifold and anouther on the turbo. Now my question right before i garaged my dsm when i could hear my dsm spool i would hear like a wierd noise. now i think i figured what the noise was is that copper right after the trubo blades (exhaust side of turbo) is that supposed to be loose???? its a 92 eagle talon awd turbo of course! thanks for listening.

Thats normal, its a heat shield. When you put the turbine housing back on it will hold it in place.
 
Correct, it should have a bit of gap between the cap and the center section when the turbine housing is off. Check to make sure the turbine blades haven't been rubbing on it. When my T25 went out, there was a visible ring where the bottom of the blades had worn into the cap.
 
ok well the blades seem fine so my turbo to my turbo housing must have been loose making that spin cause im pretty positive it was that making that noise.
 
ok so one more question. i have had rough starts until its warmed up. also a lack in power. i have a crack in the turbo housing and the exhaust manifold. was that my problem those cracks were cold and swelled up when it was hot. heres some pics
