Given the size of commercially available oil restrictors, I'd guess that it will let enough oil through.

The real question is who makes the t3/t4 you are using? Each manufacturer of Garrett STYLE turbo has there own specifications as to how to feed their turbo.. There are only a few turbos’ that actually require you to run a restrictor. IT does not apply to all garrett style turbos. This misconception has been running rampant lately and I can't figure out why. There are some garrett GT series turbos that require a restrictor, there are also plenty of garrett models that you SHOULD NOT run a restrictor on. Now the question is who made your turbo and what type is it? Is it a GT series turbo? I have a t3/t4 bb turbo from turbonetics and they say if you run a restrictor it can cause serious issues, in fact they told me if I install an oil fitting with a 90 degree bend it would restrict flow too much, there fore voiding my manufacturers warrenty. You all Have to remember this DOES NOT even apply to garretts complete line of turbos, so it certainly DOES NOT apply to all garrett style turbos. IF I were you guy's I would check with the manufacturer of YOUR SPESIFIC turbo to see what you need to run before you starve the thing and have to buy a new one. If I had done that to mine I would have blown it in two weeks..

I'm going to bore out my resistor a little and I should have the turbo on by Friday. Man, am I Happy! I'll update my profile later with everything thats going in. And of course there will be pics.
