Turbo Not Spooling

ok heres my problem i was driving my car one night and the turbo was spooling fine spike 12 psi hold 10psi then the next morning im gettin about 4 or 5 psi at about 4500rpms ... i need to replace my caps in my ecu but i dont think that would cause it ... one other thing that i noticed is tht the oil was a little low but had good oil pressure. Could this be a vacuum leak ... at idle i get between 18-20 vacuum
any help would be reall great??

Check for boost leaks, and check the wastegate actuator rod.
