Turbo going bad?

I have a 1990 Talon awd. It's basically stock. Well ever since I bought the car, it pulled good in the bottom end, but then kinda dies in the top end (still holds boost), and turbo always makes this high pitched screaming. It's very loud actually. My friends can hear it from like 2 blocks away. So is this boost leak or bearings going bad? Thanks.

Have you checked the turbo bearings? Take off the intake and wiggle the shaft. If you can, it's blown.
