turbo doesnt spool. exhaust leak?

So yeah. I have a 99 Gsx 6 bolt swap. 2g head. I had a big 16g turbo on it. one of the seals went bad so i bought a new turbo. i bought a new tod5h-06 20g for really cheap. installed it on my car and went to break the turbo in but it doesnt spool and it doesnt create any boost. i am sure there is no exhaust leaks from head to manifold to turbo. the turbo still spins freely. and i ahev an external wategate 9 lb spring. as far as i know it is hooked up right. i beleive it has stayed closed since it was installed. no evidence of of it in dump pipe anyway. i have checked all vaccum lines. and i have heard alittle compressor surge once. so i dont know. my b16g had alittle too and my friends too. alittle is ok right? boost leak check would be pointless right? if i cant even hear turbo spool it isnt creating any boost. i am just confused any help would be great.
 
The boost gauge sees the pressure in the manifold, not at the outlet of the turbo. You might have such a massive boost leak that your intake system can't hold the pressure that your turbo's making, at all. Hell, you could have a missing coupler or something. Do the boost leak test.
 
Yeah i will do the boost leak test. i will admit i did half ass the lower ic pipe connecting to the turbo. i have gotten 2ish psi once at 5k. maybe my 20g doesnt make the spooling noises that my 16g did. thats what was confusing me
 
actually. i was thinking. when i installed the turbo, the return outlet was horizontal with the car it was kinda at a angle. if i had it at a horizontal angle i wouldnt be able to get the turbo to hook up. would that slight angle stop oil flow? maybe building up in the turbo and causes to much fiction for the turbo to actually spin?
 
If everything worked right with the 16g when it wasn't broken then you hooked up the new turbo wrong somewhere. Check everything over. When I put my 16g and I didn't have my FMIC I didn't get the top pipe connected to the SMIC very well and I couldn't get more than 5psi and I hit fuel cut.
