1G TPS adjustment

i am trying to readjust my tps sensor and i cant get it so that the closed resistance is .9. it wont go past .7 is this okay? when its open throttle it stops at 4.8

i just did shaft seals and now when i start my car it revs up to 3k.

Is your idle position switch adjusted correctly?
Check for boost leaks?
Also, if there are no leaks and the Idle switch is adjusted properly, use the BISS screw to adjust your idle.
Also make sure your ISC is good.
