TiAL MV-R 44 mm Wastegate Not staying Closed

I got a FP 3575 Turbo and it has the external wastegate (V-Banded yuch) on the turbo it's self. Ok so I got the exhaust all welded and got the TiAL MV-R 44 mm Wastegate mounted and fired it up and for some reason the wastegate is in the open position. Hmmmm...on my last turbo Lucas English had to install a AEM Boost solenoid, anyone got any ideas??
 
I thought of that and tried switching them around and still the same only worse. I think I'll just take it back up to English Racing and have Lucas put my old Manual Boost Controller back on and see how much power I can get out of it. I'm really hoping to see in excess of 500awhp
