Been trying to fix the bugs since my auto to 5 speed swap. So here's the deal, 2k cold idle, and 1,600rpm at warm temps. I bought a new ISC, cleaned the throttle valve, all new vacuum lines, new idle biss o-ring. So what's happening is I have the idle biss screw fully tight and it's still acting like this. I'm not sure what's left to do and I sure do not want to give up on my tedious project. I appreciate any info or tips

Oh and when I press the brake, it idles a little higher. What would cause this?
 
How do I build a tester and where can I get materials?

And during the test would I be pushing compressed air or vacuuming? Positive or negative pressures
