throttle cable position~ looky~

From the pics, the arrows are pointing to the cable running into the tube which you cannot see the tube in the pic. My question is, When i move that thing on the side on the second pic, the cable does not go in the tube but stays the same without moving. Is it suppose to be that way? My cruise control does not work either. Could this be the problem of it?
I want to try things before i go to a shop to fix my tranny. Thanks in advance.

Any help on this? I'm wondering if it's supposed to be loose like that also.

It will do that because that cable runs to a second cable box located on the top passenger side of the firewall. You will find the throttle cable that controls the cruise there.
