Thought I fixed idle surge, but...

Well, I got rid of my idle surge when the car is idling. However, if I try to hold the gas at a steady rpm, say 2k, the rpms will fluctuate around 2k and not stay there; like it's surging. I have a new ISC, changed the pcv valve, and I've check for boost leaks (found nothing). Any thoughts of what could be causing this?

I used to have a surging problem too. I found out what was causing mine was oil going to the spark plugs because i had a bad valve cover gasket. you might try checking the spark plugs and see if theres alot of oil down by the plug.
