Fixed some stuff now I have idle surge

I have a 1990 gsx 5 speed car w 128xxx miles on it it's a 6 bolt setup its stock as far as i know and the previous owner had taken the exhaust off for another project i believe so its opened after the downpipe. (new exhaust is headed this way in the mail) I had a bad isc and replaced it and the car still wouldn't idle and the isc wouldn't move after I tested it hooked up to the harness so the car still wouldn't idle. at all but upon further investigation I found some wires split that connected to the sensors on the thermostat housing after I soldered all the loose wires and cleaned all my grounds the car idles but it surges bad anywhere from 800rpm to 3k Rpms I have read a lot on idle surge problems and was curios what I should attend to as the main priority to fix this issue
 
Check for boost leaks, vac lines that are off or cracked, verify the throttle plate moves freely and is closing all the way. Also did you retest the isc after you fixed the wires and stuff to see if its working again? You may have a a ecu problem if it still a problem!
 
I was gonna test the isc again tomorrow and test for boost leaks as well I've had the car for 3 months and haven't had time to do anything with it cause the weathers sucked until now ill update tomorrow what should the resistance be on the isc coils? Is it 30ohms?
 
Didn't really have time to check the isc today or yesterday but I unplugged it and plugged it back in a fee times while the car was running and it had absolutely no effect what so ever any thoughts
