I am redoing the rear subframe stuff, and I desire to replace all bolts. JNZ was able to source all of them for me except for the 2 bolts that hold the plates to the rear subframe (the front 2 most mounting points of rear subframe)

To avoid confusion they are highlighted in ASA attached.

Part number is MU241009

ANYWAY... A cross reference reveals that it is also a power steering rack bracket mounting bolt yada yada... So a JY run could help me find it.

What is this style of bolt called? where the entire bolt is threaded, even the tapered tip, to help align things as they bolt together. this is really what i want to know...

only other time I recall I saw one was for the top body to trans mount on a 1g.

All this is coming from a 1g AWD owner...

The best I can come up with for you, aside from "cone point", is simply a body bolt.

Edit: Or carriage bolts.

Would a supplier be able to make one? or have one in stock? and what type of supplier might have it?

Worst case scenario, it appears that many cars have these bolts as rack/pinion bracket bolts, so I am not at an entire loss at finding one. But I would prefer new.

Also it comes with a spring lock washer "permanently" affixed to it, do generic bolt suppliers have those type as well?

I'm sure they could be made without too much of a problem. You're after a M12 x 1.25 mm pitch x 90 mm long shank. I haven't seen anywhere that sells that large of that style body bolt but I haven't looked too hard for the specific size, either.

Some of the images that appear in a Google Images search have the washer with the bolt; Hillman is fairly generic and they have some with the washer as well.

Anyway, MB176901 is the "old" part number, you might look this company up for new bolts -- their site shows 3 in stock: BOLT FLAN GE 12X90 7T FRON [MB176901] - USD $12.00 : White Racing Products, LLC

EDIT: Wow, bit of a mistake on my part. The bolts I described above are *front* crossmember bolts for the FWD models. The AWD cars have a M12 x 1.25 mm pitch x 30 mm long shank in the rear subframe -- which is what the OP is after. Sorry for the confusion there.
