Tail light bulb question

So my tail lights need bulbs. Since I've had the car the outside bulb had not lit up on either side. As far as I have found and seen it is only for driving lights, not brake lights or blinker. I just wanna know if this info is right and if it is, is there any way I can make the outside bulb behave like a brake light or blinker since it already has a dual filament bulb? If this has already been answered I apologize but I've been searching for about an hour.

Is this for a talon? Isn't the wiring different for them? Or is this to modify to eclipse lights?
