STUTTER WHEN I HIT 4500 RPMs

Who put the timing belt on? Sometimes what happens is the oil pump sprocket gets put on backwards. The way you tell is there is a hole in the back of the block. You unscrew the bolt and stick a screwdriver up there. If it fits in its on right. If it doesnt fit in its on backwards. When that happens it does shutter at high rpms. How high does it run before it starts to shutter on yours. 4-5 grand is pretty common.

Has anyone ever heard of this^^^? I just replace the head gasket on my car however my buddy did the timing belt while i assembled other stuff. Got it all done and loaded the tune and took it out. At 4500 RPMs it starts bucking/stuttering. No matter what gear or load i have on it. Anyone have any ideas?

I've always set mine using the "gear falls counterclockwise" theory to get mine into phase, never had a problem.

If the oil pump drive gear is in the correct phase it will practically fall to the exact place where it aligns with the timing mark. If it's out of phase, it will fall away from the timing mark.
 
So would putting it on backwards cause the stutter at 4500?
 
So i just went for my lunch break and took it for a drive. When i hit 4500 and it starts bucking my wideband maxed out at 21. If that helps generate any ideas. Am i really that lean? The tune should have loaded.
