stupid newbie question

A friend and I were standing looking at my car and discussing ways to clean up the engine bay, and perhaps add some performance while at it. The throttle cable runs across the whole engine bay almost, into a box, then out of the box to the throttle body. What is the purpose of this box?

I like my cruise control. It comes in handy when I'm driving long distance.. otherwise, I tend to end up going 65 ot 70 in a 55mph zone.
