stumped v.new wheel horn not working

so i did this and cruise works great but i cannot get the horn working. i make contact from the giant metal washer to the center nut and nothing happens. also note that when my car alarm goes off the horn will still operate. ideas? thanks

Could be a fuse, Especially if the alarm is directly connected to the horn. If not does the lead for the horn have any voltage?
