Starts and dies, fuel pump?

Came back from court earlier today, parked the car in my driveway for ten mins, came back and the car started for half a sec then cut off. Tried again and did the same thing. Pulled off the fuel line from the rail, some fuel came out the rail. Cranked the car and no fuel came out the rail. I dont hear my fuel pump coming on (albeit I never really noticed whn It came on or not, not sure of the sound.) but honestly im not sure how all of a sudden it seems like im not getting any fuel.

Popped off the fuel pump cover and noticed one of the black wires near the cover was off. ill up some pics of it in a bit.

I swapped the ecu with my other 97 and nothing and I wiggled the cas while starting the car and nothing. Going to replace the fuel filter tonight to see if it helps but not sure what else to do. I also here the mfi relay clicking but dont hear the pump..

Check fuses and, Try banging on the bottom of the fuel tank where the pump is, and see if it will start.

Sounds like a clogged fuel filter to me.
