Squeaky Belts During rain & dry AC

Well i was driving during heavy rain and my belts make noice when i turn the ac on. As soon as i tun it off it goes away but the wierd thing i checked which belt it was and its my alternator belt that squeaks really bad. does this only rain or cold weather. Thought today my ac and power steering belt blew the v belt for the 420a engine on my 1995 eagle talone went off while i was driving during the rain on the freeway DOH! well this is a recap of what happened and what can be done to fix the noice the squeaks that is. i have done the followoing.
1. replace altornator belt this has been attempeted to be tension but stil squeaks in rain conditons
2. replaced V belt which is for the ac and power steering. this had been tension to specs

questions
1.for the alternator belt how can i make it stop squeaking and if im not at specs how much does it cost to get it tensioned correctly.
2. During rainy conditions is it normal to squeak? If so why?
take into cosideration my lancer does not squeak when it rains hard.
3.Why does it squeak on dry conditons when i turn my ac on and the belts squeak? what can it be?

sorry if this are noob questions but i tried to keep my car quite and it emberasing when it squeaks when theres a cop behind you .

it squeaks cause its slipping...obviously, my talon used to do the same. Buy some altenator belt grip spray, the stuff really helps my talon used to squeak like hell when my subwoofers hit, and also when i turned ac on (it puts more strain on the engine to have it on). just spray that stuff on the belt when its not running then wait like 1 min, start the engine turn on ur lights, highbeams, fogs, stereo, ac and if it still squeaks turn it off spray some more, then go drive around, next day do the same, if it doesnt squeak with all the stuff on rev the engine a bit, if it sqeaks a bit spray a bit more on and u should be all set mine doesnt squeak anymore.
