I am planning to cut my splash guard down to be able to put my CAI on, and I don't know what I need to get to cut it.

I know regular scissors won't work, but what will?

Any tips on fabricating it to fit a CAI?

It's plastic, so you should be able to cut it with a utility knife and a couple of spare razor baldes in case the one in your knife get dull too fast.
 
The dremel will heat up and melt the plastic however. Scissors and razor blades should be fine.
