I recently purchased a 90 Talon TSI. The motor was rebuilt by the previous owner. While the motor was being done the car sat for almost 2 years. Before the motor was rebuilt a new 16g was installed and ran fine. Now the car blows smoke from the exaust but only when building boost not at idle. The car smokes less now then when it was run the first few times. The car seems to have good power. I checked the inside of the exuast manifold and there is no visible oil. The guy I purchased it from thinks that the turbo needs to be rebuilt because it sat so long. How can I be sure that it is the turbo and not rings or something else?
 
Probably a blown turbo, Are you losing oil? Do a compression test to see if its a valve.......
Also check for shaft play.
 
Pull off your lower intercooler pipe. You're looking for a bunch of oil that is being through down it due to bad turbo seals as stated above.
If your lower intercooler pipe is relatively clean, then you're going to want to run a compression test as stated above.
This will let you know whether it's valve seals or piston rings.
You're keeping an eye on your oil level right?
