Smog: most sensors "not ready"?

I just bought a 96 gsx and tried smogging yesterday. But couldn't smog it because the sensors were in "not ready" state. Would swapping out the ecu to my brothers 99 eclipse ecu do the trick? And how much driving after I swap the ecu until I can take it back to smog?

Okay so i passed smog yesterday. The smog tech in our shop was able to contact another smog tech and was led to believe that our cars are now "exempt" from passing the I/M readiness test. We then contacted the local referee who was able to confirm this and also emailed us documentation. I have attached the document he emailed me.
If your failing emission's, my best guess is that the tech who is smogging your car is running a pretest, which will not acknowledge that the car is in fact exempt from passing this test.
When we smogged my car, it went though the test as normal, tested for monitors, and passed them, it shows as on the cert as passing even though none of my monitors were set.
The state computer knows of this and should pass your car regardless of monitor condition as long as you can actually pass the sniffer, MIL, and visual inspections
Hope this helps anyone who is having issues passing smog because of I/M readiness.

Yes, But this isn't the case now... .

Here are the NEW EPA guidelines test stations are Suppose to fallow since last year... .

EPA may 4th 2011 You're now can only have two monitors not in a ready state.

Yeah i had seen that, but in that "memorandum" it states that they only recommend that states imply that procedure, and that they wont be changing any of there current regulations or require a state to participate in that program.
