SMOG- Test only "Car Not Ready??"

So I had these problems with rough idle and I replaced a bunch of pressure components including the ISC motor (which I removed and cleaned the throttle body). All of these fixes cured my idle surge problem. (<<<if you have any questions on that feel free to message me)

So the car is running smooth and I take it to a smog -test only station. The tech hooked up an OBDII scanner and yielded the following results:


Continuous Monitors

Oxygen Sensor.....................Not Ready
Oxygen Sensor Heater..........Not Ready
EGR System.........................Not Ready


With the o2 sensor, I am not sure if it is because I replaced the front o2 sensor on the o2 housing. The tech at the smog place said the car needs to "be put in more extreme conditions to the point where the fans are working and the radiator fluid is working hard". Please observe the conditions in RED. Any help on the areas would be appreciated.

BTW this is the 2nd time i had the diagnostic run. I drove the car for a week with over 150miles.
 
So I called the Mistsu dealer and asked about this ECU problem. He said that I have to take it to the dealer have them put the ECU into a "test mode" and I have to drive directly to the smog station and NOT TURN OFF THE CAR. If I turn off the car, the ecu will reset and I have to do the whole song and dance all over again. PLUS they are charging 80.00 for it? There's some problem in the 95-96 ECU where it doesn't go into that test mode for smog. When I get the process done, I'll explain more about why? Hope this helps anyone in the same situation.
 
It happened to me on my very first smog test. It's bad enough that the Eclipse is profiled as a "high emitter" and subject to a TEST ONLY center where it is harder to pass. Let alone the factory placed bad ECUs in many cars (96-98s), and charges $$ for a one shot deal that will only last a smog test.

I bought a 99 ECU for the car and had passed 2x already. I refuse to go to the dealer and pay $XXX.00 for every smog test that I will do while I own the car.

Buy a new ECU and pass the smog test everytime.
 
Dealer gave me some crap about the ECu between the 95-96 were different from teh 97-99's. saying that they are two different ecus that look at different things. And that a switch wouldnt solve the problem.

Does anyone know the difference between the two besides the years?
