Simple fan question

I was wondering if anybody knew the way the fans worked. I specifically want to know if the fans ever turn on if the car is moving? If so, is there a certain speed at which they won't turn on? I only ask because I have 2 after market 12" fans hooked up to the outside of the radiator, and they both blow air into the radiator and into the engine bay. The underhood temps have gone up because of this and the new turbo setup. So I was wondering if I could have 1 fan blow into the radiator, and the other fan I'll switch the wires to power it and have it draw from the radiator and blow outside. This way the flow will come into the passenger side and leave the driver's side. I just don't want the fans to turn on while I'm moving and have 1 fan push into the radiator(which is fine because it goes with the flow of air), and have the other fan drawing from the radiator and pushing onto the oncoming air.

You should probably hook them both up as pullers. You always want to "suck" or pull the cooler outside air in front of the radiator through the radiator. If your worried about underhood temps you can look into hood vents or trying to set up your intake pipe to take in cooler air, like from underneath the car or something like that. For 1g's the passenger side fan is controlled by a thermoswitch in the bottom of the radiator, and the driver side is switched on when the A/C is on. I dont think it depends on vehicle speed at all, but im not exactly sure. Hopefully this helps you.

I run 2 12 inch FAL fans. One is on the front and one in the back. one pushing and one pulling. The drivers side fan is wired to the harness, and the AC fan is on a manual switch.
