Should my clutch pedal stay stuck down when the car is off?

I just bought a 1997 GST. I was sitting in the drivers seat and just decided to press the clutch pedal down.It goes in easily, slows down and pops back out quickly.Also I pressed it down once and it stayed down.Any ideas? I hope it's not the dreaded "C" word.
 
Sounds like the cluth needs to be bled. There might be a leak in one of the lines somewhere. Also check the fluid.

clutch forks do not matter, they would not cause this.
A leak is possible, or more likely a possible kinked line. Afterall a leak would eventually raise the pedal back up, just with air in the line.
If I remember correctly the clutch pedal does have a return force spring on it. Does yours? and is it installed propperly? is it broken? pop yout head under the dash and take a peek.

Also, a off kilter/stuck clutch arm in the slave cylinder can cause this.

So when it is stuck, is the actuator compressed, or extended? (pop the hood and look)
If compressed, slap the clutch fork and see if it pops back. If so, you got your culprit.
