Is this car worth $5000?

She's including all the stock parts, so I'd ditch the seats, tails, and mirrors, and replace the visors. I'm not a fan of neons either.

Does anything she's describing seem like a serious problem or something that would be expensive to fix?

Around how much would it cost to fix the gauges? And what is the bolt pattern on these things, to see if any of my currents sets of rims fit(i do not like chrome)?

tell her to keep the tails, seats, underglows, and rims, and offer her $4000, and then buy some nice rims

that's how I got her down to $5k, but she still wants to include all that stuff for that price. I think she doesn't want it as much as I do not want it.

I wouldn't pay $5,000 for it unless it comes with the ratchet in the back seat.

What does a new top cost? Have you driven the car? How well has she maintained it? Is the title salvaged?

I wouldn't even consider that car unless she went $4500, with the factory parts in place of tails, seats and wheels.
