seatbelt stuck

I have searched and really cant find an answer. My drivers seatbelt is stuck in the back position sorta. When I turn the car off and pull the key it will go fowards like it should and goes back like it should but when I leave the car running (turbo timer on) I have to move the seatbelt around my head to get out because when I open the door it doesn't move.

Now I have no rust on the car so I dont get it. Some times the interior lights come on when I open the drivers door I have tried to play with the switch but that doesn't seem to work.

Now If I can fix this and that stupid Squeaky Hatch Iw ould be happy.
 
The tt might affect your auto belt, I think I just got used to it when I had my tt installed..I mean it should see the key out but the car is running and might not know what to do untill the car isn't idling anymore..

When you play with the switch on the inside of the door by the hinges, it doesn't always work either?
