seat belt going forward and not backward

there is something up with my driver side seatbelt motor. the clip in part is stuck down, when the door is shut i can pull it up but when i close the door again it goes back. any ideas?

track may be full of grit or without any grease, does it make any noise?

no theres noise and doesnt feel like its trying to move backward. i dont think the motor is bad because why would it move forward.
