Screwy Idleing Issue

As soon as I start Up my Talon (94 es non-t) it whines... a lot. Stops after about 30 seconds or so, but will continue to squeal when put in gear and given gas (from a stop sign or slowing down and downshifting.)
This I assume is just a belt issue(I hope) ,and plan to get the belts replaced soon since the issue seems to be a lot worse the colder it gets.

As for a screwy idle, on a cold day and it whines, it is usually sitting at idle around 800.
On a cold Non whining day, it will idle at about 1k to 1.1k.

After driving regularly the idles are all screwy. Upon coming to a stop light and/or pressing the clutch long enough for the rpm's to dip, the car gets all shuddery and all my warning lights come on(check oil, engine, low battery..ect) as it falls anywhere from 600 down to 300 rpm, where it will promptly die.

This has been going on since I got the car. My go-to guy(experienced mechanic of tuner cars) and previous owner of 10 years of this car told me it was because it had been sitting barely driven for the past 6 years and since the battery was replaced no memory was left in the computer and it would even itself out if I drove it enough.

So after having driven it for a few months, (bout 5), and the issue doesn't seem to be resolving itself, does anyone have any advice as to what the problem could be? I really hate going down the road and getting a brief massage from the shuddering every time I press the clutch to stop :p
The talon has no aftermarket mods, other than a k&n cleanable air filter.
 
few thing i would do, first replace belts. next, while belts are off try to spin the alternator pulley, idler pullies, ect, sounds like somthing in the belt area is slowing the engine down....hard to say though without looking/driving it. start there, still nothing go back to the drawing board
