Safety valve evap cannister question

Okay so first off lemme make sure my understanding of the evap canister is correct. At the back of the gas tank is the safety valve and this relieves pressure in the gas tank as gas is pumped to the rail. The safety valve goes to the evap canister to store any gas vapors so they are not released into the atmosphere? Is that right?... So here is my situation (assuming my understanding is correct).. the nub on my safety valve on the gas tank broke off and periodically (assuming when the valve opens to relive pressure from the tank) I can smell fuel. So right now my car is running as if I removed my evap canister except without a breather in the engine bay and its coming directly from the valve? I tried removing it because I have another but the 3 8mm nuts just spin the bolt with it. Any help is appreciated..

You are correct, i just broke the nipple on mine as well and because i have already removed the emissions from the car i attached a small metal pipe where the nipple used to be put the hose back on done.
