i was just reading that you have to have something called a tach driver to install the safc, i was wondering if this is true

Very old, I know. But what do they mean by tap or cut for the installation?

It means that for the one wire on pin 90 you cut it and connect two wires from the SAFC to each end of the wire you cut. All the other wires from the SAFC just need to be connected to the wires going into the ECU. "tapped" into them.
