when i look at my wheeles just behiond my rim there is rust all over this thing how do i get rid of that?

You can sand it off with fine grit sandpaper, or use some rust remover like CLR.

Try Trucker's Magic,it is a very good product for polishing stuff without having to sand it, if you can find it around your area, believe this if you want try looking at some of the big truck stops in your area for it.
