Running rich troubleshooting list?

Just wondering if there's a checklist for fixing this problem?

It's been going on for so long that the cat is clogged .

its funny i have the same exact problem at wot at idle the car is lean

i changed the fuel filter and spark plugs

if you have no foult codes i realy recomand you do a full tune up and change the fuel pressure regulator its like 60$ new maybe that will make a diffrence
