Rpm going up and down?

The rpm’s are going up and down it stays at 1 rpm and gets up to 2 and stays there. Suddenly it just drops to under 1 rpm for some reason? It almost turns off and this is happing when the car is not in gear. When driving it is fine and the clutch is very squeaky it just started to do that today. The day before this I tried to start the car and the battery was dead and I charged it.

How do I fix this problem and not too long ago I had a vacuum leak under the gas tank I replaced a plastic thing that was broken on top of the gas tank and I have the same problem just it was getting too 3 and 4 rpm when not in gear. I just played with the idle screw and fix it but it might of come back again?
