Revving at idle for first time

My bud's N/A talon (DOHC) just started revving high about 2K at stops like when he sits at a stop sign or red light (doesn't matter if clutch is in or car's in nuetral). Usually it idles at 900 rpm, but now it revs at 2K and just stays there unless he taps the pedal and then it goes back down to normal idle. He just did a tune up (properly gapped), he has a ram air intake (correctly hooked up), and did fresh oil/filter yesterday. The air filter's pretty dirty though. Could that be it or what???
 
sorry if im reading your post wrong but, from how i see it, you say the car idles high at stops and red ligths, etc...is that after driving...if its after driving and you say that he taps the pedal and it goes down, maybe the trottle cable is getting stuck and making it idle high...then by tapping the pedal it is un-stuck or loosened back to normal throttle...
 
no i checked the cable, it feels fine like it should. Kinda weird but today when we drove the car, it ran fine and never once idled high...could it be a tps?? His air filter is pretty nasty too.
 
Sounds like the throttle plate might not be closing. Check the cable and clean the throttle body.
