My car died on the highway. Felt like fuel cut but the walbro was still whirring. I've got spark, full battery, fuel pump whizzes and fuel comes out the return line of the fuel rail. It cranks, but doesn't fire. Do you think it's the resistor pack or the ECU? How could I test the resistor pack?

Ah, measure the resistance of each of the resistors? You can also look for battery voltage at the ECU on each of the injector pins for a quick test. That doesn't tell you if a resistor is out of spec but it will catch most problems with that circuit.

Have you checked the compression?
