I am trying to remove the factory upper ic pipe and have gotten everything except the two bolts holding it to the car off? Can anyone tell me what tool would be used to get them off because there is some sort of black metal piping in front of the two bolts

Sounds like he is refering to the bolts under the fuse box. If I remember correctly, they are 12mm bolts. So just get a 12mm socket, short extension, and ratchet and you should be able to figure out the rest. Here is a link where you can see the OEM UICP completely uninstalled. Hope that helps.
