reasons for internal wastegate binding?

got done with my agp rs49 install yesterday, and got some of the problems taken care of. one thing that i can not figure out is why my wastegate is binding. right now i don't have the tools to take off the downpipe so i'm just searching for a reason why my int wg is binding. before i put it on, i could easily move it with my fingers, but now that it's on, it will barely even move unless i take pliers to it (im assuming this isn't normal). this is what i believe to be my main problem until i can go out there and start tuning the beast. anyways, anyone got any explanations as to why my int wg will not move? i'm leaning towards damaging it when installing it, but i'm not sure how i could have damaged it.
 
Let me ask a question to clear this up a little -

Is the wastegate flapper by itself binding, or is the actuator binding?

It shouldn't be easy to move the wastegate actuator by hand, if that's what you're trying to do. It should be pretty hard, actually, even with the turbo off and you pulling on it directly.
 
i'm not pulling ont he actuatar arm. i took off the arm and tried to move the gizmo that flapper is connected thru (thru the housing) and it doesn't move unless i take some pliers to it.
