After lowering my car and installing a camber kit, i went to get the car aligned. The guy that was going to align it said that my rear lower control arms were frozen from all of the road salt over the years. Does anyone know how I can adjust the toe, or buy aftermarket control arms. I can't seem to find any.

It is rather common for the cams on the rear toe arms (not the control arms, the toe arms) to seize and require replacing. Usually one doesn't discover this until getting an alignment after lowering the car, just as what seems to have happened to you. Luckily, new toe arms are quite cheap. Unfortunately, it can be a total PITA (involving torches and air-chisels) to get the old arms out. Be prepared for some labor charges.
